Don Scott

Born in Houston, Texas, to a single mother of six, Speaker Don Scott is a proud graduate of Texas A&M University. After serving as a Surface Warfare Officer in the U.S. Navy, he pursued his passion for justice by earning a law degree from LSU Law School.

Speaker Scott’s career has been marked by both ambition and heart. He was elected to the Virginia House of Delegates in 2019, representing Portsmouth, and quickly emerged as a leading voice for progress. In 2022, he was elected House Democratic Leader, and in 2024, he made history as the first Black Speaker of the Virginia House of Delegates in its 400+-year history. His unanimous election reflected his ability to unite colleagues and his dedication to public service.

As Speaker, Don Scott has been a fierce defender of Virginians’ fundamental rights and a champion for families, businesses, and communities. His legislative accomplishments include securing historic investments in public education, expanding access to affordable health care, and advancing policies that create economic opportunities for all Virginians.
For his contributions, Speaker Scott was awarded an honorary Doctorate of Humane Letters from Norfolk State University in 2024 and a second honorary doctorate from Virginia Wesleyan University in 2025.

Beyond his legislative work, he remains deeply engaged in his community, serving on numerous boards and is a lifelong member of organizations such as the NAACP and the Veterans of Foreign Wars. Currently he is a partner at Breit & Biniazan law firm, where he advocates for clients as a personal injury attorney.

Don is married to Dr. Mellanda Colson Scott, a Norfolk-based dentist. They live in Portsmouth with their daughter, continuing their shared commitment to service and community.
