What is Title III?
Title III of the Higher Education Act of 1965, as amended, Strengthening Historically Black Colleges and Universities (HBCU) and Strengthening Historically Black Graduate Institutions (HBGI) Programs, authorizes special assistance to strengthen the quality of developing institutions which have the desire and potential to make a substantial contribution to the higher education resources of the nation. Hampton University has three programs funded under Title III Strengthening Grants Program: (1) Historically Black Colleges and Universities (HBCU), (2) Historically Black Graduate Institutions (HBGI), and (3) Fostering Undergraduate Talent by Unlocking Resources for Education Act (FUTURE Act). Each program has funded project activities designed to help meet various University Strategic Goals.
Funds are used to make improvements in the following areas: Academic Quality, Student Services and Outcomes, Institutional Management, and Fiscal Stability – the four focus areas of Title III.
About Hampton University Title III Office
The Title III Program at Hampton University reports to the Office of the President and manages all Title III funding awarded to the College from the U.S. Department of Education. This includes providing programmatic and fiscal oversight of the activities supported by this federal funding. These responsibilities include but are not limited to the following:
- Assisting with proposal applications, budget preparation, mid-year and
end of-year performance reports - Providing technical support and training for Activity Directors and staff
- Ensuring the College maintains compliance with all federal regulations
- Determining if budget requests are allowable, allocable and reasonable
- Monitoring and approving expenditures according to Federal and College
policies and regulations - Preparing and submitting interim and annual performance reports
- Ensure that Time and Effort Reports are completed monthly
Hampton University Title III Office Mission
To serve as the central administrative office for the management of the Title III funded activities. The office assists the university by ensuring planning, management, budgetary and administrative oversight and providing technical assistance and evaluation of each activity. These functions, when applied in concert with other campus administrative activities, strengthen the total infrastructure of Hampton University. Additionally, the office serves as a liaison between the University and the U.S. Department of Education.
The Title III Office must build the connection of the institutional perspective and comprehension of the University’s mission, goals and objectives with the Strengthening of Historically Black Colleges and Universities (HBCUs) Program and the Strengthening of Historically Black Graduate Institutions (HBGIs) Program in order to affect long rang plans for utilization of Title III funding.
