About the IBC
Overview
The function of Hampton University’s Institutional Biosafety Committee (IBC) is to review projects and activities involving recombinant DNA or synthetic nucleic acids in accordance with NIH guidelines.
The IBC is responsible for promoting the safe use of biohazardous materials in research and teaching, as well as for protecting the health of faculty, staff, students, the public, and the environment. This includes the following:
- Ensure that all research and teaching activities involving biohazardous materialscomply as follows:
- The NIH Guidelines
- CDC/NIH Biosafety in Microbiological and Biomedical Laboratories (BMBL)
- OSHA regulations
- State and local biosafety regulations
- Hampton University’s Biosafety Manual and Policies
- Advise and assist the university community as follows:
- Conducting risk assessments and developing safe laboratory practices
- Managing biohazardous waste and implementing appropriate containment measures
- Establishing training and medical surveillance programs, as necessary
- Protect the Hampton University community, the general public, and the environment by identifying and mitigating biological risks.
Researchers planning activities involving recombinant DNA or synthetic nucleic acids must consult with the IBC prior to beginning activities.

IBC Application and Submission Process
All research projects and activities at Hampton University involving recombinant DNA or synthetic nucleic acids must receive Institutional Biosafety Committee (IBC) review and approval in accordance with NIH guidelines before any research activities begin. This includes studies by faculty, staff, and students. Proper preparation and timely submission are essential for ensuring compliance and avoiding delays.
Step 1: Prepare Required Documentation
Investigators must complete and submit the IBC Protocol Using the HU IBC Application Template.
Step 2: Submit Application to the IBC
- Applications must be submitted electronically to the Hampton University IBC via the designated IBC submission system or email as outlined in current IBC guidance.
- Only complete applications will be processed
- Revisions may be requested prior to review
