HU Temporary Release of Official Academic Transcripts
Effective July 1, 2024, Hampton University is complying with the U.S. Department of Education updated regulations for schools involved in federal student aid programs. These regulations limit the ability of schools to withhold transcripts. Specifically, schools must release transcripts for any term (or clock hours) in which a student received federal aid (grants, loans, or work-study) and has fully paid all charges to the school. Schools can still withhold transcripts for credits or clock hours that have an outstanding balance. In essence, while student may not receive a completed transcript, the university must at least provide the credits for which Title IV aid paid for within a semester.

What will be “in effect” as of July 1, 2024 for the withholding of official academic transcripts?Â
Upon request by a student, institutions must provide an official transcript that includes all the credits for payment periods in which the student received Title IV funds and for which all institutional charges were paid (or included in an agreement to pay) at the time the request was made. Institutions are also banned from withholding transcripts if they are at risk of closure or if the balance owed resulted from an error in administering a Title IV program or any fraud or misrepresentation by the institution or its personnel.
