Biography

Dr. Martha Jallim Hall has been a member of the Hampton University community for more than 31 years. Raised and educated in St. Croix, U.S. Virgin Islands, and a graduate of St. Croix Central High School, she was drawn to Hampton University by its mission-centered commitment to academic excellence, leadership development, and service.

She currently serves as an Associate Professor of Education and Dissertation Chairperson, teaching at the undergraduate, master’s, and doctoral levels. Over her tenure, she has chaired more than 50 doctoral dissertations and contributed extensively to research, accreditation, and institutional advancement initiatives. Her work includes leadership on federally and corporate-funded projects, including NSF- and Toyota-supported STEM initiatives totaling over $1.8 million.

Dr. Jallim Hall has held leadership positions at Hampton University as Chair of the Departments of Education and Counseling and Assistant to the Provost. She has led multiple successful accreditation reaffirmations with the Council for the Accreditation of Educator Preparation (CAEP) and the Council for Accreditation of Counseling and Related Educational Programs (CACREP), and she currently serves as an examiner for the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC).

Her service includes gubernatorial and senatorial appointments, most notably to the Virginia Council on the Interstate Compact on Educational Opportunity for Military Children and the Centennial Anniversary of Women’s Right to Vote Commission. She has also previously served on the Virginia State Board for Mental Health, where she chaired the Evaluations Committee.

Actively engaged in civic and community life, Dr. Jallim Hall contributes to service and community leadership through her involvement in professional and philanthropic organizations focused on mentorship, education, and cultural enrichment. Her affiliations include the St. Croix Community Foundation Board, the Norfolk (VA) Chapter of The Links, Incorporated, and the Chesapeake Chapter of CARATS, Inc., reflecting her sustained commitment to service beyond the university.
