LTC Elliott Garrett

Biography

LTC Elliott J. Garrett graduated from the University of California, Riverside with a Bachelor of Arts degree in Philosophy, and has a Master of Business Administration from The College of William and Mary.

LTC Garrett entered the United States Army in 2002 and attended Infantry One Station Unit Training at Fort Benning, Georgia. LTC Garrett deployed to Iraq in support of Operation Iraqi Freedom III. In 2007, LTC Garrett completed Officer Candidate School at Fort Benning, Georgia and was commissioned as a Second Lieutenant in the Field Artillery.

LTC Garrett’s first assignment was 5-3 FA, 17th Fires Brigade, Fort Lewis, WA. LTC Garrett deployed to Regional Command-South, Afghanistan in support of Operation Enduring Freedom in 2010. His follow-on assignment was to attend the United States Marine Corps Expeditionary Warfare School at Quantico, Virginia. Upon graduation in 2012, LTC Garrett was assigned to 2-11 FA, 2 SBCT, 25 ID, Schofield Barracks, Hawaii. He assumed command of Bravo Battery, 2-11 FA from November 2013 until May 2015. After completion of battery command, LTC Garrett was selected as a MG(R) James M. Wright MBA Program Fellow at The College of William of Mary. In completing his MBA, LTC Garrett collaborated on the development of a methodology for identifying potential opportunities for divestiture within the Department of the Army’s Acquisition Category (ACAT) III Programs. His follow-on assignment was as the Analysis Branch Chief, Joint and Army Experimentation Division, Concept Development and Learning Directorate, Army Capabilities Integration Center (ARCIC). Following assignment at ARCIC, LTC Garrett served as the Battalion Executive Officer for 2nd Battalion, 2nd Field Artillery Regiment at Fort Sill, Oklahoma, and then the Brigade Operations Officer for 428th Field Artillery Brigade, Fort Sill, Oklahoma. From 2021-2023, LTC Garrett served as the Assistant Professor of Military Science for the Army Reserve Officers’ Training Corps at The University of Texas at San Antonio. LTC Garrett most recently served as the Strategic Planner and Deputy
Chief, SIG to the 25th and 26th Secretary of the Army.

LTC Garrett’s military education includes the Field Artillery Officer Basic Course, Joint Fires Observer Course, Joint Firepower Course, USMC Expeditionary Warfare School, Command and General Staff Officers’ Course, U.S. Army War College Strategy and Planning Development Course, and the Common Faculty Development – Instructor Course.

His military awards include the Bronze Star Medal, Purple Heart, Meritorious Service Medal (3OLC), Army Commendation Medal (with Valor), Combat Infantryman Badge, Expert Infantryman Badge, and Basic Army Instructor Badge.

LTC Garrett is married and has two children.
