Algie Thomas Howell Jr. is a is a former Democratic member of the Virginia House of Delegates, representing District 90 from 2003 to 2014. A former member of the Norfolk Public School Board, Howell worked as a business owner and educator. During his time in the Virginia General Assembly, Powell served on both the Appropriations and Rules Committees. He served in the United States Air Force from 1956 to 1960.
