LTC Elliott J. Garrett

LTC Elliott J. Garrett graduated from the University of California, Riverside with a Bachelor of Arts degree in Philosophy, and has a Master of Business Administration from The College of William and Mary. 

LTC Garrett entered the United States Army in 2002 and attended Infantry One Station Unit Training at Fort Benning, Georgia. LTC Garrett deployed to Iraq in support of Operation Iraqi Freedom III. In 2007, LTC Garrett completed Officer Candidate School at Fort Benning, Georgia and was commissioned as a Second Lieutenant in the Field Artillery.

LTC Garrett’s first assignment was 5-3 FA, 17th Fires Brigade, Fort Lewis, WA. LTC Garrett deployed to Regional Command-South, Afghanistan in support of Operation Enduring Freedom in 2010. His follow-on assignment was to attend the United States Marine Corps Expeditionary Warfare School at Quantico, Virginia. Upon graduation in 2012, LTC Garrett was assigned to 2-11 FA, 2 SBCT, 25 ID, Schofield Barracks, Hawaii. He assumed command of Bravo Battery, 2-11 FA from November 2013 until May 2015. After completion of battery command, LTC Garrett was selected as a MG(R) James M. Wright MBA Program Fellow at The College of William of Mary. In completing his MBA, LTC Garrett collaborated on the development of a methodology for identifying potential opportunities for divestiture within the Department of the Army’s Acquisition Category (ACAT) III Programs. His follow-on assignment was as the Analysis Branch Chief, Joint and Army Experimentation Division, Concept Development and Learning Directorate, Army Capabilities Integration Center (ARCIC). Following assignment at ARCIC, LTC Garrett served as the Battalion Executive Officer for 2nd Battalion, 2nd Field Artillery Regiment at Fort Sill, Oklahoma, and then the Brigade Operations Officer for 428th Field Artillery Brigade, Fort Sill, Oklahoma. From 2021-2023, LTC Garrett served as the Assistant Professor of Military Science for the Army Reserve Officers’ Training Corps at The University of Texas at San Antonio. LTC Garrett most recently served as the Strategic Planner and Deputy
Chief, SIG to the 25th and 26th Secretary of the Army.

LTC Garrett’s military education includes the Field Artillery Officer Basic Course, Joint Fires Observer Course, Joint Firepower Course, USMC Expeditionary Warfare School, Command and General Staff Officers’ Course, U.S. Army War College Strategy and Planning Development Course, and the Common Faculty Development – Instructor Course.

His military awards include the Bronze Star Medal, Purple Heart, Meritorious Service Medal (3OLC), Army Commendation Medal (with Valor), Combat Infantryman Badge, Expert Infantryman Badge, and Basic Army Instructor Badge.

  • Lieutenant Colonel Jasmine S. Jallah is a native of Waukegan, Illinois and a Distinguished Military Graduate of the Hampton University ROTC Program. Earning a commission into the Adjutant General Corps, LTC Jallah has led a rich military career of 18 years. Her leadership journey has provided diverse experiences both nationally and abroad and she has been fortunate to work with and lead individuals from a wide variety of backgrounds. Currently, Jasmine serves as the Professor of Military Science for the Hampton University Army ROTC Pirate Battalion. In her previous assignments, she served as an operational and strategic planner for United States Army Training & Doctrine Command, a commander, brigade senior human resources officer, battalion executive officer, senior observer controller/trainer, division human resources plans and operations officer, battalion human resources officer, company executive officer, operations officer and has deployed overseas to Afghanistan. 

    Lieutenant Colonel Jallah earned a Bachelor of Arts in Public Relations from Hampton University, and a Master of Arts in Human Relations from the University of Oklahoma. Lieutenant Colonel Jallah is a loving wife and mother of two, a proud member of Delta Sigma Theta Sorority Inc., The ROCKS Inc., Military Officers Association of America, Jack and Jill of America, and a 2021 Hampton University Top Forty Under 40 Honoree. 

Mr. John McDonald

John McDonald serves as our Enrollment and Scholarship Officer and is a native of Hampton, VA.  He earned a Bachelor of Science in Business Management and commissioned from The United States Coast Guard Academy in 2008.  John served on board Coast Guard Cutter Tahoma, out of Portsmouth, NH as a Deck Watch Officer and as the Weapons and Deck Division Officer.  Following that assignment, he served at the U.S. Coast Guard Recruiting Command in Washington, DC as the Mid-Atlantic Regional Leader.  Upon completing his service commitment, John separated from active duty and served as a Coast Guard Reserve Officer until March, 2017.

Prior to joining the Pirate Battalion, he worked as an account representative with Bradley Morris Inc.  Additionally, he holds a Masters of Arts in Organizational Learning and Human Resource Development from George Washington University.

1LT Kalin Webster currently serves as a Military Science Instructor and incoming Patton Intern with the Hampton University Army ROTC Program. Originally from Richmond, California, he earned his undergraduate degree in Business Administration from Benedict College. He is a proud member of Kappa Alpha Psi Fraternity, Inc., and Phi Mu Alpha Sinfonia Fraternity of America.

Introduced to ROTC by his mentor, CASA Mark Benton, LT Webster completed ROTC training at the University of South Carolina, where he later commissioned as an Armor Officer, branch detailed Adjutant General (AG). His first assignment was with the 1st Battalion, 66th Armor Regiment at Fort Carson, Colorado, where he served as a Tank Platoon Leader and later as the Assistant Battalion S-1. During his time as a platoon leader, his unit excelled at Gunnery, Live Fire Exercises, and National Training Center rotations—earning recognition as one of the most lethal companies in the brigade. His platoon also maintained the highest Army Combat Fitness Test average in the battalion.

At Hampton University, LT Webster serves as the Color Guard Officer-in-Charge (OIC), Army Ten-Miler OIC, Human Resources Administrator (HRA), and MS1 Instructor, directly mentoring first-year cadets in the foundations of Army leadership. He is preparing to transition fully into the Adjutant General Corps, aligning his career path with a focus on organizational leadership, personnel management, and Soldier readiness.

  • SFC Gary Mulford, originally from Rochester, New York, joined the United States Army as a Military Police Officer in July of 2007 to serve the nation. His extensive list of duty stations includes Fort Stewart, Georgia; Hohenfels, Germany; Joint Base Lewis-McChord, Washington. Some of the duty positions he’s held throughout his career are Military Police Investigator, Squad leader, and Headquarters Platoon Sergeant. SFC Mulford was deployed to the Bahlk Providence of Afghanistan from 2010-2011. He currently serves as the primary MS3 instructor at Hampton University. SFC Mulford is an avid outdoorsman and spending time with his family.

Ms. Zenetra N. Thigpen Love

Zenetra Thigpen Love is a native of Holly Springs, Mississippi, currently serving as the Administrative Assistant for the Military Science Department. She honorably served in the U.S. Air Force for over 21 years as a Materiel Management Superintendent, retiring in the rank of Senior Master Sergeant. During her active duty service, she held key positions as Logistics Manager, Master Military Training Instructor (MTI), MTI Trainer, and War Skills and Military Science Instructor.

Throughout her distinguished career, Zenetra earned numerous awards and accolades for her superior leadership and exceptional work ethic. She holds an Associate of Science degree in Logistics, an Associate of Science degree in Education and Training, and a Bachelor of Arts degree in Supply Chain Management from the University of Arizona.
